For me... i like to mess around with compiz and emrald and things like that so what i had done was i had enabled emerald and it was not displaying my title bar.. so if you have the compiz fusion icon you need to right click it, where it says select window decorator you need to make sure that GTK window decorator is selected.

type in the terminal
~$ gconf-editor
and then in the configuration editor go to: desktop>gnome>session>required_components>windowma nager
in windowmanager you'll find the parameter 'compiz' change it for 'metacity' (without the single quotes), and log-out or reboot, and everything just gonna work fine again. btw happy holidays.
