I don't think there is a .deb file to download and install using debian package installer.
However you can easily install using apt-get by running the following commands in your terminal
 
sudo apt-get update
sudo apt-get install vlc vlc-plugin-esd mozilla-plugin-vlc
 
Another easy way to install is through synaptics package manager. Just search for vlc and it will provide you options.
 
VLC is a wonderful media player for linux and it supports tons of codecs, have fun and enjoy.
