I did download the iso image of 9.10 installer and burned into a CD. It was an upgrade from 9.04 to 9.10 on my Dell inspiron6000.
In spite of having the CD and an upto date 9.04 version, it failed to upgrade from CD. All options somehow led to an online upgrade. So the CD was of no use. With my slow internet connection of 256kbps it took almost 9 hours to install. After following all the install steps from wizard it rebooted into 9.10 to find that my touchpad not working, wifi not working and desktop effects disabled.
For all my previous ubuntu upgrades it was a smooth experience not sure what went wrong this time. I doubt this failure is because I selected to use local copy of 'menu.lst' when installer asked me. I am going to try to fix this menu.lst and check if it works once I find some time.
Cheers
