sudo /etc/init.d/ssh restart (to restart ssh server)
 
sudo /etc/init.d/ssh start (to start ssh server)
 
sudo /etc/init.d/ssh stop (to stop ssh server)
 
But i don't think doing the above will work to get your new account to ssh into the machine. 
 
First change the password for the new user created and also check AllowUsers setting in /etc/ssh/sshd_config file (if there is a setting).
 
It is always safe to add this setting like
AllowUsers user1 user2 user3
