How to add users in ubuntu jaunty?

I logged in as the primary user registered while installing ubuntu 9.04. After than i goto System > Administration > Users and Groups window. But to my surprise all the buttons Add User is disabled. I am pretty sure that i'm the root user. Is there anything else i need to do to make it enable?

I think you forgot to unlock.

Goto System > Administration > Users and Groups window
You'll find a Unlock button below
Click on the Unlock button and it will prompt you for your root password
Once you successfully enter the root password, the Add buttons will be enabled and you can start adding users.
