Windows has a /flushdns switch to ipconfig command to flush or clear local dns. Is there a similar command or program to clean out the local dns cache?

Answer

In linux, the DNS cache is managed by the nscd daemon. You could try to restart that daemon:

sudo /etc/init.d/nscd restart

Or you could try this:

sudo /etc/init.d/networking restart
