Have
a home network connected though a link sys router, 1x 2000 windows
and 1x XP home computer, and hp-Printer and 1x Ubuntu-9.10
-problem-how can I get windows to have access to the Ubuntu files and
drives. When I open the network browser from Ubuntu I see the 3
window machines and have access. When I open the network browser from
the windows I do not see the Ubuntu computer. I see all window
machines but Ubuntu is invisible? But I can ping and trace from any
Windows and see Ubuntu through the dos command line.

You have to set up SAMBA shares.  This is the equivalent of sharing folders in Windows.
https://help.ubuntu.com/community/SettingUpSamba and http://ubuntuforums.org/showthread.php?t=202605 should get you started.
